SALEM HISTORICAL COMMISSION
MINUTES
March 7, 2007

A meeting of the Salem Historical Commission was held on March 7, 2007 at 7:30 p.m. at 120 Washington Street, Salem, MA.  Present were Ms. Diozzi, Ms. Bellin, Ms. Harper, Mr. Desrocher and Mr. Hart and Ms. Guy.  

109 Derby Street

In continuation of a previous meeting, Heidi Milman submitted an application for a Certificate of Appropriateness window replacement.  

Ms. Guy stated that she did not think that the applicant was going to pursue the Pella windows and that the Commission did not need to take further action, as the J.B. Sash windows were approved at the last meeting.

14 River Street

Stephanie Trainor Madigan and Daniel F. Madigan submitted an application for a Certificate of Appropriateness to remove cedar shingles which overlayed earlier clapboard and replace old clapboard with red cedar clapboard, to be installed concurrently with windows already approved.

Mr. Hart noted that the work is already under construction.

Mr. Madigan stated that the window contractor asked if he should repair the singles as he installed the windows and was told that they planned to change to clapboard.  In order to better coordinate, they were being done at the same time.  They did not want to further delay the window installation.  Three sides of the clapboard are now complete.  He stated that they will also be re-framing the door on the side of the house, similar to the windows.  

Mr. Hart stated that he noticed the wood is pre-primed and asked what kind of wood was being used.

Mr. Madigan stated that he thought it was going to be red cedar, but does not know if it is red, but believes the label said cedar.

Mr. Desrocher asked if it was solid wood, not composite.

Mr. Madigan stated that it is natural wood, not composite.

Mr. Hart asked how they determined that there was originally clapboard on the house.

Mr. Madigan stated that the mason saw evidence on the front of the house under the shingles.

Ms. Diozzi asked about paint.

Mr. Madigan stated that they will paint this summer, but have not chosen the color.  They will apply when they have selected colors.

Mr. Hart asked the clapboard exposure.

Mr. Madigan stated that it is approximately 4, although there is some variance around the windows; therefore the exposure is between 3 ½” to 5”.

Mr. Hart suggested that they not go too long before painting to avoid peeling or warping.  He asked if the contractor saved any of the old clapboards.  

Mr. Madigan stated that there are still some on site.

Mr. Desrocher made a motion to approve the shingle replacement with solid wood clapboards, with the color to be applied for later, before painting begins.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

Other Business

Ms. Bellin made a motion to approve the minutes of 1/17/07 with changes provided by Ms. Diozzi.  Mr. Hart seconded the motion, all were in favor and the motion so carried.

Ms. Bellin made a motion to approve the minutes of 2/7/07 with changes provided by Mr. Hart and her.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Mr. Desrocher made a motion to approve the minutes of 2/21/07 with changes provided by Ms. Diozzi.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

Ms. Guy read a letter from DCAM to Massachusetts Historical Commission dated 2/28/07 concerning the courthouse complex, noting that the Secretary of Environmental Affairs determined that an EIR is not required and requesting commencement of the MHC historic consultation process.

Ms. Guy distributed a memorandum from Epsilon Associates dated 2/7/07 regarding the courthouse complex.

Ms. Guy distributed a copy of a City Council order dated 1/9/07 concerning voting when a member has been absent from a session of the hearing.  Ms. Bellin stated that she did not believe that the Commission’s meetings were adjudicatory, so that the ordinance may not apply, but that she would look into it.

There being no further business, Ms. Bellin made a motion to adjourn.  Mr. Hart seconded the motion, all were in favor and the motion so carried.
